“This Racial Menace”?: Public Health, Venereal Disease and Maori in New Zealand, 1930–1947

In 1939, Whakatane, on the remote east coast of the North Island of New Zealand, came to the attention of the New Zealand Department of Health as an area where syphilis was “suspected [to be] widespread”.1 This isolated part of the country was largely inhabited by Maori communities, and the revelation that venereal disease (VD) was so prevalent caught the Department by surprise, especially as a nationwide public health campaign against venereal disease had been in progress since 1917.2 In response, a comprehensive venereal disease campaign targeting Maori alone was developed––the earliest example of such a focus by the Department. According to WHO,1 health impact assessment (HIA) is A combination of procedures, methods and tools used to evaluate the potential health effects of a policy, programme or project. Using qualitative, quantitative and participatory techniques, HIA aims to produce recommendations that will help decision makers and other stakeholders make choices about alternatives and improvements to prevent disease/injury, and to actively promote health. Defining and Assessing Public Health Functions: A Global Analysis.

Given the broad scope and intersectoral nature of public health structures and practices, there are inherent difficulties in defining which services fall under the public health remit and in assessing their capacity and performance. The aim of this study is to analyze how public health functions and practice have been defined and operationalized in different countries and regions around the world, with a specific focus on assessment tools that have been developed to evaluate the performance of essential public health functions, services, and operations.
